Childcare Workforce Review Update

Following the publication of the Scottish Ministers' response to the National Review of the Early Years and Childcare Workforce “Investing in Children’s Futures” , the Scottish Social Services Council (SSSC) was asked to take forward key proposals. One of the proposals was the development of an integrated qualifications and professional development framework for the sector which would be led by SCQF level 9 qualified professionals, that is holding a degree or work-base equivalent qualification. The framework is intended to offer college, university and work-based routes to qualifications; offer entry and exit points at each level; take account of recognition of prior learning; support career progression and continuing professional development and support the sharing of skills and knowledge across children’s services.

SPPA has been involved in helping to developing a benchmark standard at SCQF Level 9 and guidelines in what has been called the standard for Childhood Practice. It outlines the professional standards and personal commitments; the professional knowledge and understanding, and the professional skills and abilities expected of leaders and managers in the workforce. From 2011, registration as a lead practitioner/manager will require a qualification that meets the Standard and has the appropriate volume of credit.. Ultimately it will inform all qualification developments.

The next stages will involve communicating the Standard to the sector and making sure the development of new awards fit the specifications that were set out at the start of the process. The new standard will be launched by the SSSC in the Autumn, although it is hoped that both the Standard and guidelines will be available to organisations constructing awards from September 2007.
